San José Municipal Water System Headquarters

Anzel Galvan served as Bond Counsel and Disclosure Counsel to the San José Financing Authority in connection with the financing of a new Water Resources Administration and Operations Facility for the San José Municipal Water System. The project was financed with tax-exempt lease revenue bonds and supports a consolidated headquarters designed for resilience and long-term operational efficiency.

The approximately 23,000 square-foot facility includes administration, emergency operations, customer service, training and conference space, water quality, mapping, warehouse, and shop functions. The building incorporates LEED Gold–oriented design features, including a rooftop solar array and integrated stormwater treatment, along with employee-focused outdoor amenities and enhanced security systems.
